Richard Blackburn


My role at INTACT is as a Trustee and I am a member of the Finance Committee.

I retired from the Lancashire Constabulary at the rank of Chief Inspector in 2015 after 30 years’ service and am currently employed part time as the compliance officer in a local law firm. It was during my time in the police service that I first came into contact with INTACT through the national pilot for Neighbourhood Policing. Ingol and Tanterton were trial sites for the project and the work we did together with the local communities in the area was held out as national best practise and provided the model for Neighbourhood Policing structures across the UK.

I am married and have three grown up children and a granddaughter.  I live locally and have done so for the last twenty years.

In my spare time I enjoy walking in the Lakes and the Yorkshire dales, motorcycle touring and playing golf with varying degrees of competence but mainly incompetently. I am also a keen cyclist, I used to ride competitively but do it purely for leisure now.  I am a follower of Preston North End and live out my footballing managerial fantasies by looking after the law firm’s football team.
